I just checked with a couple friends, and they've stayed at the BWI Comfort Inn and found it nice and clean. Hampton Inns are luxurious low/midrange hotels too. I've stayed in both hotel chains before, but I've not stayed in the BWI area ones for either (Arundel Mills is taking you a bit south, but not by much, as samtillas mentioned).
